Inkosi Langalibalele Local Municipality welcomes the new Municipal Manager, Mr SB Mthembu.

Mr Mthembu whose appointment is with effect as from the 4th of January 2023 joins the municipality at a critical time where the municipality was in desperate need for an administrative head to steer its strategies towards growth and development of Inkosi Langalibalele citizens and enhance its service delivery and improve its audit performance.

On the 04th of January 2023, His Worship the Mayor, Deputy Mayor, Speaker, Chief Whip, MPAC Chairperson and Members of the Mayoral Committee officially welcomed the new Municipal Manager (MM), Mr. Sithembiso Blessing Mthembu.

On his second day in office, the Municipal Manager, Mr Mthembu met with all the staff from the municipality with an intention to formally introduce himself and to assure employees that all systems are in place as he gets ready to crack the whip and get the job done.

Mr Mthembu has been appointed by council on a five-year contract by council. He boasts over 25 years of experience working in the public service. He started his career in the public service in the year 2000 as an educator teaching Accounting and Business Economics at Senior levels.

In 2007 he started working at Hlabisa Local Municipality as Manager Community Service where he later on served as Acting Municipal Manager in 2011, for over a year. He later joined Nkandla Local Municipality as its Municipal Manager in 2013 to 2016, Endumeni Local Municipality as Executive Manager Corporate Service from 2018 to 2019 then he was appointed as Municipal Manger in Nquthu Local Municipality from 2020 to 2022.

Mr. Mthembu holds the B. Paed (Commerce) from the University of Zululand, a Certificate Programme in Management Development for Municipal Finance (CPMD MF) obtained at the Graduate School of Business Administration, University of Witswaterstrand. He also holds the Master of Business Administration (MBA) degree from the Management College of Southern Africa (MANCOSA).

As head of administration, the Municipal Manager is responsible and accountable for tasks and functions as provided for in, but not limited to the local government: Municipal Systems Act 32 of 200, Chapter 8 of the Local Government: Municipal Finance Management Act, No56 of 2003, other functions and tasks as provided for in legislation as well as those delegated by the Mayor and Council.

The appointment of Mr Mthembu comes after the resignation of the then Municipal Manager Mr Mkhize in April 2022. Since then, the Municipality had Acting Municipal Managers Ms Zakhona Mnyandu – Director: Community Services – who acted a period of 3 months that was extended with a further 3 months and Mr Hans Chottoo – Director: Corporate Services – who acted another 3 months.

In welcoming the new Municipal Manager, His Worship the Mayor thanked Ms Mnyandu and Mr Chottoo for the time they served the municipality and wished Mr Mthembu well on his appointment.
