Salary: As applicable to the Senior Managers of Grade 3 Municipalities in terms of the Upper Limits of Total Remuneration Packages Payable to Municipal Managers and Managers directly Accountable to Municipal Manager which ranges from R846 307 (minimum), R1 022 226 (Midpoint) and R1 133 463 (Maximum) per annum.
Requirements:
- An appropriate NQF Level 7 Qualification in Electrical/ Civil Engineering
- Government Certificate of Competence (Factories)/Registration with Professional Engineering Body is essential
- Analytical, problem solving, planning and communication skills are essential.
- Experience in Engineering (Electrical or Civil) Services within Local Government sphere
- At least 3-5 years’ management experience
Advert: General Manager Planning and Development
Requirements:
- A recognized relevant B degree at NQF level 7 in Building Science/ Town and
Regional Planning or Development Studies/ Business Economics - Minimum of 5 years’ experience at senior / middle management of which at
least 2 years must be at senior management level - Sound knowledge of Project management and contract management
- Registration as Professional Planner will be an added advantage
- Own motor vehicle and valid driver’s licence
- Computer literacy
- Minimum competency requirements, will be dealt with in terms of Government
Gazette 40593 dated 3 February 2017
Knowledge:
- Good knowledge and understanding of relevant policy and legislation
- Good understanding of institutional governance systems and performance
management - Good knowledge of Supply Chain Management regulations and the
Preferential Procurement Policy Framework Act, 2000 - Knowledge of geographical information systems
- Knowledge of spatial, town and development planning.
Responsibilities: - Prepare reports to the Planning and Development Services Portfolio
Committee and other Council Structure. - Manages GIS, Local Economic Development, Spatial Planning and Land Use
Management, Integrated Development Planning and Public Transport
Planning and Regulation - Develop, coordinate and manage operations of the planning and
economic development department - Develop methodologies and approaches to guide the specific interventions
associated with scoping, resourcing, implementation, monitoring and
communication. - Manage the drafting of IDP, its implementation and review processes
- Advice the Municipal Manager on planning and economic development
matters - Manage Departmental Budget according to Service Delivery Budget
