The Director of Public Works and Basic Services at Inkosi Langalibalele Municipality is responsible for the strategic leadership, planning, and management of municipal infrastructure development and essential services delivery. This role ensures effective governance, regulatory compliance, and sustainable service delivery across three key functional units:

  • To provide electricity to the community, households and the business sector and the provision of public lighting

  • To provide energy services that satisfies our customers and community in compliance with legislation

  • To develop the electrification programme and the section as an undertaking that maximises the value of its electricity supplies and makes effective use of all its resources

  • The transmission and distribution of electricity for use by the full spectrum of customers ranging from the large industrial and commercial sector to the residential communities

1. Projects Management Unit (PMU

  • Oversees planning, implementation, and monitoring of capital projects.

  • Ensures adherence to timelines, budget allocations, and quality standards.

  • Coordinates project funding applications, manages contractor performance, and mitigates project risks.

  • Implements infrastructure development initiatives in line with the Integrated Development Plan (IDP) and Service Delivery and Budget Implementation Plan (SDBIP).

2. Civil and Operations:

  • Manages the maintenance and development of municipal roads, stormwater drainage and infrastructure.

  • Ensures compliance with municipal engineering standards and relevant legislation.

  • Implements routine maintenance programs to extend asset lifespan and prevent infrastructure failures.

  • Coordinates emergency response for infrastructure-related incidents.

3. Electricity Services:

  • Oversees the provision, maintenance, and upgrading of electricity infrastructure.

  • Ensures reliable electricity distribution in compliance with national regulations and safety standards

  • Implements energy efficiency initiatives and renewable energy projects.

  • Develops contingency plans for power outages and ensures rapid response to electricity-related emergencies.

Key Responsibilities:

  • Strategic Planning and Policy Development: Develops and implements policies and strategies for infrastructure development and basic services delivery aligned with the municipal strategic objectives.

  • Stakeholder Management: Collaborates with provincial and national government, community stakeholders, contractors, and service providers to facilitate project delivery and resolve infrastructure challenges.

  • Financial Management: Oversees budget planning, expenditure monitoring, and financial reporting for all public works and basic services projects.

  • Compliance and Reporting: Ensures compliance with legislation, municipal policies, and relevant engineering standards. Reports on progress, challenges, and achievements to the Municipal Manager and Council.

  • Risk Management: Identifies risks in infrastructure projects and implements mitigation strategies to minimize service delivery disruptions.

  • Human Resource Management: Leads and manages departmental staff, promotes skills development, and ensures effective performance management.
